Four hundred thousand chips. Eleven billion dollars. Two governments that spent most of the past year pretending the other didn’t need them.

On Tuesday, Reuters reported that Chinese authorities have approved the sale of Nvidia’s H200 AI processors to ByteDance, Alibaba, and Tencent — a combined order worth roughly $11 billion at current pricing. The approval came days after Nvidia CEO Jensen Huang told reporters at the company’s GTC conference in San Jose that the company had received purchase orders and was “in the process of restarting our manufacturing.”

The timing is worth noting. As recently as March 5, Nvidia had halted all H200 production for China after Beijing signaled it would block imports, pressing domestic companies to buy Huawei’s Ascend 910C instead. Two weeks later, the factory lines are firing back up.

Something moved.

Two Approvals, One Needle

The H200 saga has required clearance from both Washington and Beijing — a dual-lock mechanism that has kept billions in potential revenue in limbo since late 2025.

On the American side, the Trump administration shifted export policy on January 13, changing the review standard for H200 and AMD MI325X chips from “presumption of denial” to “case-by-case review.” The catch: a 25 percent tariff on every chip sold and a hard cap ensuring exports to China cannot exceed 50 percent of U.S. customer sales volume.

Huang, speaking at GTC, framed the arrangement as strategic pragmatism. “President Trump’s intention is that the United States should have a leadership position and access to Nvidia’s best technology,” he said. “However, he would like us to compete worldwide and not concede those markets unnecessarily.”

That’s a carefully constructed sentence. Read it twice. Huang is claiming that selling advanced AI chips to a strategic competitor is, in fact, the patriotic move — that ceding the Chinese market to Huawei would weaken American leverage, not strengthen it. It’s an argument Washington’s China hawks have heard before and rejected. Whether the current administration agrees or merely finds the revenue share attractive is an open question.

Beijing’s Calculation

The Chinese side of this equation is arguably more revealing.

For months, Beijing pushed its tech giants toward Huawei’s domestically produced Ascend 910C. The message was clear: buy Chinese. The problem was equally clear: the Ascend 910C lags the H200 on key performance benchmarks, and Huawei’s own timeline puts a competitive successor no earlier than late 2027, according to analysis from The Diplomat.

Beijing’s reversal suggests a pragmatic recalculation. Chinese AI companies — the firms building large language models, running inference at scale, and competing with OpenAI and Google — cannot afford to wait two years for a domestic chip that matches what Nvidia can ship in months. Chinese tech firms have privately told Nvidia they want more than two million H200 units, far exceeding the 400,000 approved so far.

But Beijing isn’t abandoning its domestic chip ambitions. Reports indicate that companies importing H200s may be required to also purchase domestically produced semiconductors — a kind of industrial policy buy-one-get-one that keeps Huawei’s order books alive while letting Alibaba and ByteDance stay competitive globally.

It’s a dual-track strategy: use Nvidia’s silicon to win today’s AI race while funding the chip infrastructure to win tomorrow’s.

The Groq Card

Nvidia isn’t stopping at the H200. Reuters reported Tuesday that the company is preparing a variant of its Groq inference chips for the Chinese market, with availability expected as early as May.

The Groq technology came to Nvidia through its $17 billion acquisition of the AI chip startup in late 2025 — the company’s largest deal ever. Where the H200 is built for training the massive models that power frontier AI, Groq’s language processing units are optimized for inference: the phase where trained models actually answer questions, generate code, and serve users.

According to sources familiar with the matter, the China-bound Groq chips are not downgraded versions but variants adapted to work with different system configurations. If the H200 deal is about who gets to build frontier AI, the Groq play is about who gets to deploy it at scale.

The inference market is more contested than training. Baidu and other Chinese firms already produce their own inference chips. Nvidia’s bet is that Groq’s performance will be compelling enough to win orders even in a market where Beijing actively promotes domestic alternatives.

Congress Is Watching

Not everyone in Washington is comfortable with the thaw. The AI Overwatch Act, introduced by House Foreign Affairs Committee Chairman Brian Mast and advanced with an overwhelming 42-2-1 committee vote in January, would give Congress veto power over advanced AI chip exports — treating semiconductors with the same oversight as arms sales.

The bill creates a two-tier framework. The most advanced chips — anything exceeding H200-class performance, including Nvidia’s Blackwell architecture — would face a mandatory export denial. The H200 itself falls into a reviewable category where licenses could be granted but revoked by Congress at any time.

Whether the bill clears the full House and Senate remains uncertain. But its bipartisan support introduces a permanent overhang: every H200 shipped to China carries the implicit risk that the rules could change mid-contract.

Who Builds the Future

Huang’s $1 trillion order forecast through 2027 — covering both the current Blackwell generation and the forthcoming Vera Rubin architecture — puts the China question in proportion. At $11 billion, the initial H200 China deal represents meaningful but not existential revenue.

The existential question is different: who gets access to the computing infrastructure that will define the next generation of AI? Washington has spent three years trying to ensure the answer is “not China.” Beijing has spent the same period trying to ensure the answer is “China, on its own terms.” This week, both sides quietly conceded that the answer, for now, is “it’s complicated.”
